Is Legiano Legal for Players in the UAE?
Legiano accepts players from the United Arab Emirates. We checked this the only way that counts — against the operator’s own rules rather than a marketing page. Clause 2.3 of the general terms, version 1.12 dated 19 August 2026, names the Excluded Jurisdictions whose residents may not open an account: Afghanistan, Belarus, Bulgaria, Curaçao, Cyprus, Denmark, Estonia, Iran, Iraq, Israel, Lithuania, Malta, Moldova, Romania, Russia, North Korea, the Netherlands, Sweden, Ukraine, the United Kingdom, the United States, Côte d’Ivoire, Armenia, Georgia and the Netherlands Antilles. The Emirates are not on that list. Neither are Saudi Arabia, Qatar, Oman, Egypt or Jordan.
Iraq is on it, and that matters for anyone arriving here from our Iraq page: Legiano will not open an account for an Iraqi resident.
What we could not find anywhere is who runs it. Legiano publishes no licence number, no regulator, no operating company, no registration number and no registered address. Not in the footer, not on the About page, not in fourteen sections of terms and conditions. We pulled the site’s own footer feed to be certain, and the entire legal content is one line about being over 18. Clause 14.1, the section headed “Applicable law and jurisdiction”, says any dispute “shall be settled in accordance with the applicable Law” — without naming a law or a court.
That is a real gap, and it is a wider one than BDMBet leaves. BDMBet is not accepting Emirates players at all, but it does at least name Terdersoft B.V., a Curaçao registration number and a master licence. Betfinal publishes a direct Curaçao Gambling Control Board licence you can look up in a public register. Legiano gives a reader nothing to look up.
None of this makes online gambling regulated in the Emirates. There is no federal gambling regulator here, no Emirati authority licenses any of these sites, and the General Authority of Gaming Regulation covers commercial gaming inside the country, not offshore casinos. Two things stand out once you compare the deposit list with the withdrawal list, because they are not the same list. American Express and Neteller appear only on deposits. Skrill and bank transfer appear only on withdrawals.
