Is online betting legal in the UAE in 2026?
The honest answer has two halves, and most pages you will read only give you one of them. Licensed commercial gaming is now legal in the United Arab Emirates. Everything outside that licence is not — and the law reaches the player, not only the operator.
This is a recent change, and it is the reason this page was rewritten. The General Commercial Gaming Regulatory Authority (GCGRA) was established in September 2023 and is based in Abu Dhabi. It holds exclusive federal jurisdiction over commercial gaming: lotteries, land-based venues, internet gaming and sports wagering. Federal Decree-Law No. 25/2025 took effect on 1 June 2026 and is the legislative foundation it now works from.
So a country that had no legal gambling framework at all now has a regulator, a statute, a licensed national lottery, a casino resort under construction and one licensed betting website. None of that makes the rest of the internet legal. It makes the line sharper than it has ever been.
What the GCGRA has actually licensed
By March 2026 the authority had issued 22 licence entries across 21 companies. The great majority are supplier licences rather than places you can play. Here is what exists, and what it means for someone reading this from Dubai or Abu Dhabi:

Play971: the only licensed betting site in the country
Play971 is operated by Coin Technology Projects LLC, an Abu Dhabi company based at Twofour54, Yas Creative Hub. It holds GCGRA licences in both the Internet Gaming and Sports Wagering categories — the 19th licence the regulator had granted since it was created. It went live in December 2025 and its full sportsbook launched on 10 June 2026, ahead of the World Cup, with markets on international football, UAE domestic football and horse racing alongside casino games, bingo, esports and fantasy.
Three of its rules are worth knowing before you compare it with anything else on this page. The minimum age is 21, not 18. You must be physically inside the UAE to register, deposit or play. And its terms explicitly prohibit VPNs or any tool used to hide or falsify your location. It also carries the responsible gambling tooling the licence requires: deposit limits, time-outs and self-exclusion.
Where the offshore sites on this page stand
Every other brand reviewed on this site operates from outside the UAE, under a Curaçao, Anjouan or Costa Rica licence — or under no published licence at all. The GCGRA’s position on them is not ambiguous: any commercial gaming activity carried out without a licence is illegal in the UAE, and individuals who take part in unlicensed games can face penalties too.
We review those operators because people use them and deserve accurate information about what they are getting into — the licence, the withdrawal terms, whether anyone answers support. We do not tell you they are legal here, because they are not, and no bonus is worth a page that lies to you about the law.
If your priority is staying on the right side of UAE law, there is exactly one online answer and it is Play971. Licence check: what we found on all 29 sites we tested
Most lists of “the best betting sites in the UAE” repeat whatever the operator writes in its own footer. We open each site from an Emirati connection, read the terms, and check whether the licence it claims actually exists. The table below is that work, for every brand we have reviewed — sorted by our score, with the licence exactly as the operator publishes it.
One column matters more than the rest, and it is the one that is missing: not a single brand here holds a GCGRA licence. Thirteen of the twenty-nine publish no licence at all. Ten run on Curaçao, four on Anjouan, one on Costa Rica. One — 22Bet — carries a Curaçao licence that expired on 14 April 2026 and shows as under assessment.

The last column answers a question we get constantly: can I hold my balance in dirhams? On 25 of these 29 sites, no. Only BC.GAME, 888 Casino and BetOBet let an Emirati account run in AED — BetOBet goes further and prices its welcome offer at 2,000 AED. Megapari carries the dirham among its 63 currencies but assigns it to no country at all, the UAE included, so in practice you cannot select it.
