That is a sublicence under one of the old Curaçao master licences — the same structure YYY Casino sits under with 1668/JAZ. Curaçao has since replaced that regime: the Curaçao Gaming Authority now issues licences directly, in the OGL/ format, and it is those you can look up in a public register.

Numbered domains change. That is the whole point of them — when one is blocked the operator moves to the next.
