Horus Casino in the UAE: Open to the Emirates, Built for Brazil and Europe
Horus Casino is one of the few offshore brands whose terms we could read end to end without an account, and one of the fewer still that does not exclude residents of the United Arab Emirates. It scores 3.6 out of 5: unusually transparent on paper, and unusually indifferent to this market in practice.
It runs on horuscasino.com, operated by Moonseeker SRL of Costa Rica under an Anjouan licence issued in September 2025. It publishes a wager-free welcome package, a full payment table with fees and limits, a sportsbook with a bet generator, and a right-to-left Arabic build. It also holds no dirham accounts and lists twelve Brazilian banks among its deposit routes.
Everything below comes from the operator’s own public pages, read at the time of this review. We hold no account with Horus Casino, so there is no measured withdrawal and no timed support reply here — where a number would need one, we say it is unmeasured instead of estimating it.
Most brands in this bracket make you register before they tell you anything. Horus publishes its company, its licence, its restricted list, its limits and its fees on pages anyone can open. That alone puts it above half the casinos we have reviewed for this site.
Getting In: A Cloudflare Wall That Two Requests in Eleven Got Past
Correction, 2 September 2026. The first version of this review said that every request from an Emirates IP address came back as a Cloudflare human-verification page. Remeasured properly, that is too strong. From a Dubai exit we made eleven requests on 2 September and two got through: the Arabic home page and the deposits table both loaded in full. The other nine returned the challenge. From European exits the same kind of request succeeded nineteen times out of twenty-one.
So the accurate description is a bot challenge that an automated reader clears about one time in five from the Emirates and nine times in ten from Europe — not a wall that never opens. It matters, because the two requests that got through are what let us say what an Emirates connection is actually served: the complete right-to-left Arabic lobby, and the same forty-six-line payments table a European visitor sees, to the line.
This is not the same thing as a country block, and we are careful about the distinction. A country block looks like 22Bet, which answers an Emirates visitor with a world map and a copyright line, or like Megapari, which serves a dedicated block page on its .com. Horus serves a bot challenge, the kind a person clicks through in two seconds and an automated tool cannot.
The practical reading is that a person on a residential Emirates connection ticks the checkbox and goes in, while a tool mostly does not. We still hold no account here, so nothing below depends on being logged in — but every claim in this review about what the Emirates is served has now been checked from a Dubai exit as well as a European one, and where the two agreed we say so.
Read this as a warning about the reviewer, not about the casino. Everything factual below was verified; the site does open from the Emirates, just not reliably for an automated reader. What we still have not seen is how it behaves on a normal Emirates phone over several days, and that is worth two minutes of your own before you deposit.
Moonseeker SRL, Costa Rica, and a Licence Dated September 2025
Horus Casino names itself properly, in the footer of every page and again in clause 1.6 of its terms. The site is owned and operated by Moonseeker SRL, a company registered in Costa Rica with registration number 3-102-911192, at LY Center, Avenidas 8 & 10 y Calle 39, Montes de Oca, San Pedro, 11501, San José.
The licence is Anjouan. Clause 1.7 states that Moonseeker SRL is licensed and regulated by the Anjouan Gaming Board under licence number ALSI-202509006-FI1, issued on 16 September 2025. Payments are handled by a third company: clause 3.14 names Deloulou Limited, incorporated in Cyprus under registration number HE 488214, acting as payment agent.

The date is worth pausing on. A licence issued in September 2025 is a young one, and it is the only regulatory relationship the operator declares. Anjouan is a light-touch jurisdiction — the operator’s own Complaints Policy states that Anjouan Gaming does not intervene in individual gambling disputes — so the protection the licence itself offers a player in Dubai is thin — less than the direct Curaçao Gaming Authority licence held by Betfinal, and more than the nothing published by Spinrollz or Legiano.
One more clause is worth reading before you rely on any of this. Clause 1.14 states that the English version of the terms is the sole legal reference, and that translations exist for information only. The Arabic build is real; the Arabic contract is not.
Naming the company, the number, the issue date and the payment agent is the behaviour of an operator that expects to be checked. It does not make an Anjouan licence strong — it makes it verifiable, which is a different and still useful thing.
The Restricted List: Thirty-Nine Countries, and the Emirates Is Not on It
Clause 2.8 sets out the countries whose residents may not use the casino, and it is published in full rather than hidden behind a support ticket. There are thirty-nine of them.
The list reads: Algeria, Angola, Belarus, Bolivia, Bulgaria, Burkina Faso, Cameroon, Comoros, Costa Rica, Côte d’Ivoire, Curaçao, Cyprus, North Korea, the Democratic Republic of the Congo, Haiti, Iran, Israel, Italy, Kenya, Laos, Lebanon, Malta, Monaco, Mozambique, Myanmar, Namibia, Nepal, Nigeria, Russia, Slovenia, South Africa, South Sudan, Syria, the United Kingdom, the United States, Venezuela, Vietnam, the Virgin Islands and Yemen.

That matters because the opposite is common. BDMBet bars real-money play from the Emirates in its own terms while remaining listed here, and PlayFina will not let an Emirates address complete registration. Horus does neither: it takes the whole Gulf, and it says so in writing.
There is a caveat in the next clause. Clause 2.9 reserves the right to refuse registrations from any country restricted by the Anjouan Gaming Commission or blacklisted by the Financial Action Task Force, which is a discretion the operator can apply at any time without amending the list above.
One pattern in that list is worth pointing out, because it is not an accident. Three of the thirty-nine barred countries are the three jurisdictions Horus itself runs on: Costa Rica, where Moonseeker SRL is incorporated; the Comoros, of which Anjouan — the island whose board licenses the casino and whose law governs the contract under clause 15.1 — is an autonomous part; and Cyprus, where the payment agent Deloulou Limited is registered. A Comorian cannot play at a casino licensed by his own island. Offshore operators routinely bar their home jurisdictions to stay outside its consumer courts, and seeing all three named at once is a clean illustration of how the structure is meant to work.

A wager-free bonus means the money is yours when it lands: no turnover multiple, no 21-day clock, no maximum conversion. Set that against EmirBet, whose welcome package carries forty times deposit plus bonus inside three weeks, and the difference in real value is enormous even though the EmirBet headline looks similar.
What the headline does not say is that the 250% is three deposits, not one. The offer’s own page breaks it down: the first deposit takes 100% up to €200 with 25 free spins, the second 50% up to €400 with 65 spins, the third 100% up to €400 with 35 spins — each needing at least €20 (or 20 USD, 20 AUD, 20 CAD, 40 NZD, 200 NOK, 110 BRL), all the spins on the same slot, Book of Museum, and the three claimable only in order. Reaching the advertised €1,000 therefore means putting in €1,000 of your own across three separate deposits. It is still wager free, which is the rare part; it is not a single click.
The obvious trade is size against freedom: the 600% package is worth €700 more on paper and carries wagering, while the wager-free one caps at €1,000. The honest way to read that is that the wager-free offer is worth more than the number suggests and the 600% one is worth less.
One gap we have to flag. The Bonus Terms page in the footer loaded for us as an empty container — the heading rendered and the content did not. Wagering rules, game contribution and maximum bet for these offers are therefore not something we could read, and we are not going to describe conditions we have not seen.
A genuinely wager-free welcome package is rare enough that it is the main reason to look at this casino at all. It is also the reason the empty Bonus Terms page annoys us: the best thing about the offer is the one thing whose small print we could not open.
The Casino: Slots, Live Tables, Crash Games and Daily Drops
The lobby is organised into Casino, Live casino and a “Crash & Fast” section, with a Leaderboard, a Drops feed, a Loyalty programme and a VIP club listed alongside them in the site footer. Horus does not publish a total game count, and we will not invent one — nor can we count the studios for you, because the site’s own Providers page, at /casino/providers, answered us with “No results found”. It is the second page on this site that exists and renders nothing, after the Bonus Terms.
What the home page does publish is a live win feed. When we looked, the Biggest Wins rail was showing individual payouts ranging from around €13,000 to €40,000, and the New Releases rail carried Gem Fusion, Gems Party, Sugar Rush, Gates of Olympus, Sweet Bonanza, Super Stampede and The Game Show — a Pragmatic-led catalogue with the current market standards on the shelf.
The Daily Drops feature runs a named prize pool for each day of the week, with Thursday, Friday, Saturday and Sunday drops each carrying their own pot. That is a retention mechanic rather than a reason to join, but it is a live and dated one rather than a stale banner.
The catalogue is contemporary and the rails are alive, which is more than we can say for several brands here that recycle the same screenshot for a year. Without a published game count we cannot rank it against the fourteen-thousand-title lobbies, and we would not trust those counts anyway.
Sportsbook: Eleven Sports and a Bet Generator
The sportsbook shares the account with the casino and is a real book rather than a widget. The sport list runs football, tennis, basketball, volleyball, table tennis, ice hockey, handball, water polo, boxing, martial arts and virtual sports, with a Top Leagues rail and a Top Matches panel carrying live prices.
The feature that stands out is a bet generator: you set a target return and a preferred odds range and the book assembles a multiple for you. It is a gimmick in the sense that it sells accumulators, and a genuinely useful one in the sense that it shows exactly how the price is built. Very few of the books we have reviewed offer it. Its one stated limit is that the coupon is built from pre-match events only.
The book also counts its own market for you, which is more than most do. On 2 September the Popular Competitions rail showed 1,501 football events, 534 tennis, 157 ice hockey, 150 esports, 129 table tennis, 92 martial arts, 87 basketball, 63 boxing, 44 virtual sport and 28 volleyball — 2,785 open events across ten sports. That is a mid-sized book, well short of the Melbet or 1xBet feeds and far ahead of the casino-with-a-betting-tab brands.
There are three sportsbook promotions running alongside it — a Multi Bet Bonus of up to 200%, a Multi Bet Cashback of up to 30% (six selections or more, each at 1.50 or better, €20 minimum, and mutually exclusive with the Multi Bet Bonus) and a Double Double profit boost — and a Super Promotions panel pinned above the match list. What we could not test is cash-out, streaming or the margin, all of which need a funded account.

Arabic: The Interface Turns, the Contract Does Not
Horus serves a genuine right-to-left Arabic build. The navigation moves to the right, the game rails scroll the other way, the headings translate — “Biggest Wins” and “New Releases” both render in Arabic — and the layout does not fall back to a Latin grid halfway down.
Correction, 2 September 2026. The first version of this review put Horus “in the upper half of this site on localisation, with BC.GAME, Casinia and EmirBet”. Having now measured the Arabic build rather than looked at it, we withdraw that. The chrome is genuinely translated; nothing behind it is, and the gap between Horus and those three is not small.
Here is the measurement. The Arabic terms page at /ar/info/terms-and-conditions contains 47 Arabic characters against 36,446 Latin ones — one tenth of one per cent. The 47 are the page title and four menu labels; the entire contract underneath is the English text, word for word. The Arabic sport terms run 0.3% Arabic, the Arabic deposits page 0.2%. For comparison, Casinia and Spinanga publish contracts of eighty-odd thousand Arabic characters at over 98%.
Three more things follow from the same test. The Arabic build has no promotions section: /ar/promotions and the individual offer pages under it, including the wager-free package, all answer with the casino lobby, so the three-deposit breakdown above simply does not exist for an Arabic reader. The operator submits no Arabic sitemap — the sitemap index at horuscasino.com declares exactly two files, English and German. And the Complaints Policy states that “all information and communications must be in English”, which means an Arabic speaker who has a dispute must argue it in a second language.
Clause 1.14 then closes the circle: the English version is the sole legal reference and translations exist for information only. So the reader gets an Arabic shelf and an English shop — the lobby turns, and every document that could cost him money stays where it was.

The interface passes the test that most brands fail. The paperwork does not, and on a site where the paperwork is unusually good in every other respect, that is a strange place to stop.
Design and Navigation
The build is dark with gold accents and an Egyptian motif that stays on the right side of tasteful. A permanent icon rail runs down the left edge — casino, live, sports, tournaments, drops, loyalty, VIP — and a search field sits in the header rather than behind a menu, which is a small thing that saves a lot of clicks in a large lobby.
The informational pages share one template: a left-hand contents column listing About us, How to play, FAQ, Responsible Gambling, the privacy, AML, KYC, complaints and refund policies, the terms, the bonus terms, the sport terms, testimonials and contact. Every one of those is reachable without an account, which is rarer than it should be.
The rough edges are two. The Bonus Terms page renders empty, and a handful of paths that look obvious — /terms, /terms-and-conditions, /en — return the site’s 404 page, because the real addresses sit under /info/. Neither breaks anything, but both suggest a site that has been re-platformed without a full link sweep.
Navigation this open is a feature, not a detail. When a casino puts its AML policy, its complaints policy and its per-transaction limits one click from the home page, it is telling you something about how it expects to be judged.
Payments: Every Fee and Limit Published, and Not One Local Route
The deposits page is the best piece of disclosure on the site, and one of the best we have seen anywhere in this market. It lists every method with its type, its transaction fee, its processing time and its per-transaction minimum and maximum — before you register, without an account, in one table. We counted the lines: forty-six methods, every one of them at a stated 0% fee, and the table came back identical whether we opened it from Dubai, Lisbon or Amsterdam.
Two corrections to the first version of this review. We wrote that the twelve cryptocurrencies carry no minimum or maximum; eleven do, but Bitcoin Cash is capped at €20–€10,000 and Binance Pay at €20–€5,000, and Binance Pay is a thirteenth crypto line we had not counted. And we called the Brazilian block “Pix and twelve Brazilian banks”; there are twelve Brazilian routes in total, of which nine are banks — the other three are Pix, Boleto and Loterias Caixa, which are not banks at all.

The account currencies are the euro, the US dollar, the Canadian, Australian and New Zealand dollars, the Norwegian krone and the Brazilian real. The supported cryptocurrencies are Bitcoin, Ethereum, Litecoin, Ripple, Binance Coin, Monero, Tron, Tether, Dash, Bitcoin Cash, Dogecoin and Solana.
Now read that list as somebody living in Dubai. There is no dirham, no Gulf bank, no regional wallet and no local voucher — and twelve of the routes are Brazilian retail banks. Horus accepts Emirates residents and was plainly not built for them: an Emirates player funds this account in euros or dollars, or in crypto, and pays a conversion each way.
Publishing every fee and limit before registration is the single most player-friendly thing a casino can do, and Horus does it better than anyone else on this site. It just does it for a Brazilian and European audience. Crypto is the only route here that costs a Gulf player nothing in conversion.
Withdrawals: Two Business Days, and One Clause Worth Reading Twice
The withdrawal rules are set out in sections 3 and 4 of the terms, and they are more specific than the market norm.

A third correction while we are here: the first version of this review read clause 4.3 as setting a €10 minimum withdrawal. It does not. It sets a €10 minimum deposit as the condition for cashing out money won from a promotion, and it also says you may take a real-money balance out at any time provided you give up whatever sits in the bonus balance. Horus publishes no minimum withdrawal that we could find.
Clause 4.4 is the one to note. Deposit, change your mind and ask for the money back and the casino will require you to have played it through once first. That is a common clause and a reasonable anti-money-laundering measure — it is also the reason not to park funds in a casino account you are not going to use.
The two-business-day processing window in clause 3.3 is a published commitment rather than a marketing claim, which is worth something. We have not tested it, and we will not publish a withdrawal time we did not measure ourselves.
A named processing window, a published minimum, a stated due-diligence threshold and no deposit fees is a clean set of rules. The wager-once clause is the only trap, and it is a fair one as traps go.
Support: 24/7 Chat and an Address You Can See Before You Register
The contact page is open to anyone and lists three routes: live chat, stated as 24/7, an email address at support@horuscasino.com, and a contact form taking a name, an email and a message.
There is also a Complaints Policy in the footer, separate from the terms and separate from the refund policy. We under-sold it first time round by treating its mere existence as the point. Read properly, it commits the operator to acknowledge a complaint within 24 hours, to aim at a resolution in fourteen business days with a stated ceiling of four weeks plus a possible four more, and to issue a written final decision with reasons. It also lists eleven grounds on which a player may complain, from withdrawal delays to KYC hold-ups.
And it names a third party, which is the part we missed. Clause 10.3 of the terms and the policy both appoint EADR Ltd — European Alternative Dispute Resolution, of 189/1 The Strand, Gzira, Malta — as an independent arbitrator, free to the player, with a form at eadr.org. Clause 10.4 makes the ADR’s decision binding on both parties. We checked that EADR exists and that its dispute form is live. At this licence level almost nobody does this, and it is the strongest single thing about Horus after the wager-free bonus.
The two documents do contradict each other on what comes after. Clause 10.4 says that if you are still unsatisfied you may take the matter to the Anjouan Gaming Commission; the Complaints Policy says in bold that Anjouan Gaming does not intervene in individual gambling disputes and will only take a report of a regulatory breach. Both cannot be right, and the practical answer is the second one: EADR is the last stop that will look at your money.
One condition applies to all of it, and it belongs in the Arabic section as much as here: the policy requires that all information and communications be in English.
What we have not done is measure any of it. There is no reply-time claim to check, and we have no account from which to send a test. When we have one, we will come back and put a number here rather than an adjective.

Playing from the Emirates, and Playing Responsibly
Gambling is prohibited under the laws of the United Arab Emirates, and Horus Casino holds no local authorisation. The General Commercial Gaming Regulatory Authority established in 2023 oversees a domestic framework that does not extend to offshore casino sites. A player here is dealing with a Costa Rican company under an Anjouan licence, outside any local consumer protection.
The operator restricts play to people over 18 who reside in countries where gambling is legal — the wording of its own footer — and publishes a Responsible Gambling page, an AML policy and a KYC policy alongside the terms. Clause 2.6 puts the responsibility for confirming local legality on the player.

Its terms do not exclude them. Clause 2.8 lists thirty-nine restricted countries and the United Arab Emirates is not among them, nor is any other Gulf state; Lebanon, Yemen, Syria and Iran are. Clause 2.9 does reserve a general right to refuse registrations at the operator’s discretion.
