Online Casinos in Saudi Arabia – Licence-Checked Sites and the Law in 2026

Saudi Arabia issues no gambling licences and has no regulator that could. Every site here is offshore, so we did the thing that actually helps: we checked what each of 28 brands publishes about its own licence, read the statute that names gambling, and counted the payment methods that work from the Kingdom. Thirteen of them publish no regulator at all.

Best Online Casinos in Saudi Arabia

Saudi Arabia issues no gambling licences. There is no regulator, no register to check a complaint against, and no legal operator inside the Kingdom — so every site on this page is offshore, and the legal exposure of using one sits with the player, not with us. What we can do is the part we did not find on any page currently ranking for this search: check what each site publishes, name the ones that publish nothing, and show you the evidence.

We reviewed 28 brands. Ten publish a licence from Curaçao, three from Anjouan, thirteen publish no regulator at all, and two name one that does not survive a check. The ten below are the ones that came out best, ordered by our score. Every claim links to the full review, where the measurement behind it is written down.

Stake – Best for crypto players who already hold coins

Stake Originals casino lobby
  • 3.5% instant rakeback, no wagering attached
  • 22 cryptocurrencies, no maximum withdrawal
  • Provably fair house games you can verify
  • Cricket on the front row of the sportsbook

Stake is the highest-scoring site on our list and the one that will disappoint anyone shopping for a welcome offer, because it does not have one. Instead, code i0tsjn9R unlocks 3.5% rakeback on the house edge with no wagering requirement — money back on every bet rather than a headline number you have to play through forty times. It runs on a Curaçao Gaming Authority licence, OGL/2024/1451/0918, held by Medium Rare N.V., and accepts 22 coins with no withdrawal ceiling. One thing we owe you about that number, because we charge it against other sites on this page: reading the register file dated 27 August 2026, the entry (188) shows an expiry of 9 June 2026 and a status of “Assessment in progress”. The highest-scoring site here is in the same position as the lowest. The catch for a reader in Riyadh is plain: no Arabic interface and no Arabic support, and small withdrawals are punished with flat fees.

YYY Casino – Best Arabic-first casino with published payout ceilings

YYY Casino game titles in an Arabic interface
  • Arabic interface with 24/7 Arabic support
  • 10,000 USD daily withdrawal ceiling, in writing
  • 100% welcome bonus up to $2,200
  • Ten cryptocurrencies at the cashier

YYY is built in Arabic rather than translated into it, and it is one of the few sites here that writes its withdrawal ceiling into the terms — 10,000 USD a day — instead of leaving you to find out. The 100% match up to $2,200 carries x40 wagering, which is high; the 10% daily cashback next to it carries none, which is the better offer of the two. Two things to know before you sign up: the catalogue it serves this country is 3,937 games from 43 studios — we asked its own API with the Saudi country code on 7 September 2026, and the same question with the Emirati code comes back with 2,796 from 34, so a player here sees over a thousand more games than one in Dubai — still smaller than the headline numbers elsewhere on this page, and there is no demo mode on any game, so you cannot try anything without funding the account first.

Melbet – Best sportsbook margin we measured

Melbet casino slots lobby
  • Football margin we measured ourselves
  • Licence direct from the Curaçao GCB, not a sublicence
  • Full Arabic right-to-left build
  • Android and iOS apps that exist

We measured Melbet’s margin ourselves across every competition on offer, in the same minutes, and the Arabic edition of this page carries the full table: 5.54% across 114 matches in the five major European leagues, 6.98% in the Saudi Pro League (five matches, all between 6.97% and 7.00%), 10.13% in the Yelo first division (three) and 10.97% in the AFC Champions League Elite (six). Roshn sits closer to Europe than to its regional neighbours — we measured the Qatar Stars League at 9.32% in the same week — because it is the liquid market of the three — and that, not the bonus, is the number that decides what a regular bettor keeps. Almost no operator publishes it. We restate an earlier figure so it does not look as though we changed it quietly: a smaller test of eight matches gave 5.41%, and both are correct in their own moment. The licence is OGL/2024/561/0554, issued directly by the Curaçao Gaming Control Board to Pelican Entertainment B.V., rather than a sublicence hanging off someone else. At registration you choose one welcome bonus, sport or casino, not both, and the rollover is accumulators only from odds of 1.40 — a real restriction, not a footnote.

Roobet – Best rakeback terms of any site here

Roobet live casino lobby
  • 7,848 games advertised, plus twelve house Originals
  • Rakeback claimable every 30 minutes
  • 1x deposit playthrough, not 40x wagering
  • No operator fee on crypto withdrawals

Roobet is the other brand here that leads with no bonus at all, and the trade is a good one: 1x deposit playthrough instead of the 35x–40x wagering that is standard offshore, and rakeback you can claim every thirty minutes. Its restricted-country file is public and we read it live: 34 territories are blocked and Saudi Arabia is not one of them. Roobet’s own help centre puts the catalogue at 7,848 games from more than 80 studios — an advertised figure, not one we counted — which is not the biggest on our list, but the biggest of the sites we scored above 4. Against it: no Arabic anywhere, VIP thresholds that are never published, and 23 studios that block players in this region outright.

Our score: 4.5/5. Read the full Roobet review · Visit Roobet

Betfinal – Best Arabic support, including WhatsApp

Betfinal sportsbook with live pricing
  • Direct Curaçao CGA licence
  • Arabic and Kurdish live dealer tables
  • Support on WhatsApp, Telegram and Viber
  • 85,000 live sports events a month

Betfinal is Arabic-first in a way most of this list is not: the live floor has Arabic and Kurdish dealer tables, and support runs on the channels people in this region actually use — WhatsApp, Telegram and Viber — rather than an email form. The licence is a direct Curaçao CGA grant, OGL/2024/420/0675, in the name of Final Enterprises N.V. — but it expired on 8 August 2026 and the register records it as “Assessment in progress” (entry 118, file dated 27 August 2026). The weak spot is the cashier: only six payment methods, and no published withdrawal limits or processing times. The welcome offers are targeted rather than advertised, and the best of them carries only 1x wagering.

Our score: 3.9/5. Read the full Betfinal review · Visit Betfinal

BC.GAME – Best for a real Arabic interface and a checkable licence

BC.GAME Arabic right-to-left sidebar
  • Anjouan licence number published and checkable
  • Real Arabic RTL served automatically
  • 8,662 slots and 769 live tables from Saudi Arabia
  • Withdrawal terms written to protect the player

BC.GAME does two things almost nobody here does: it publishes a licence number you can look up (Anjouan ALSI-202410011-FI1) and it serves a genuine right-to-left Arabic build without making you hunt for a language switch. It also prices balances in a long list of currencies, which matters more in this region than the marketing suggests — see the riyal section below. It is the only brand here whose catalogue we can measure country by country, because its API takes a country code: read with the Saudi code on 7 September 2026 it returned 8,662 slots from 66 studios and 769 live tables, against 7,590 from 61 and 357 tables for a visitor from the Emirates — so a reader here sees 1,072 games and five whole studios more than an Emirati one. The honest caveats: Anjouan is a weak regulator to complain to, there is no deposit welcome bonus from this part of the world, and withdrawals carry a 0.1% fee unless you reach VIP.

888 Casino – Best live dealer floor, with a warning

888 Casino Arabic lobby
  • 167 Playtech live tables, one studio end to end
  • Age of the Gods jackpot above $526,000
  • Withdrawal floors and ceilings published
  • A named court and a named ADR body

This is a whole Playtech live floor of 167 tables, fifteen of them 888’s own — not the largest count on our list (RollingSlots aggregates 1,844 across studios) but the only one that is a single studio end to end. It is also one of the very few sites here that names both a court and an alternative dispute resolution body, which is what you actually need if something goes wrong. Read the next sentence before you sign up, though: the operator is Sunflower Seed B.V. under Curaçao licence OGL/2024/198/0418, not the London-listed 888 group people assume they are joining. And the footer “terms” link opens lorem ipsum placeholder text — we screenshotted it. One Arabic dealer table out of 167.

Our score: 4.0/5. Read the full 888 Casino review · Visit 888 Casino

Rabona – Best wagering terms of the no-licence group

Rabona live casino Gold Saloon
  • 12,313 games from 123 studios reach the Emirates
  • x35 wagering, below the offshore norm
  • Twenty-one payment methods from $15
  • Eighteen live promotions with 25% cashback

Rabona pairs 123 reachable studios with the friendliest wagering of the group that publishes no licence — x35 against a norm of x40. That last clause is the point: Rabona names no licence number and no operating company, so there is nobody to escalate to. It also caps new accounts at $500 a day on withdrawals, which turns a large win into a queue, and there are no Evolution tables on the live floor.

Our score: 3.6/5. Read the full Rabona review · Visit Rabona

10Bet – Best sportsbook for cricket, and a contradiction to know about

10Bet Arabic lobby
  • Genuine Arabic right-to-left interface
  • Curaçao licence named with company and number
  • Apple Pay plus four cryptocurrencies
  • Cricket and IPL markets in depth

10Bet’s policy pages are among the most complete we read here — present, readable and specific, where several rivals publish placeholders — and it has real iOS and Android apps and cricket coverage that matters to the millions of South Asian residents in the Gulf. We read its terms end to end: 244 KB, and Saudi Arabia is not named once. But we also found the contradiction in our own review and left it in: the Arabic page claims an Isle of Man licence that its own terms do not support, and the Arabic sports bonus is 60% smaller than the English one.

Our score: 3.6/5. Read the full 10Bet review · Visit 10Bet

BassBet – A deep catalogue, and the clearest payout ceilings

BassBet sportsbook
  • 12,239 games from a Gulf address; 14,719 from outside the region
  • Monthly withdrawal limits published by VIP level
  • Ten Arabic-speaking live dealer tables
  • Sports welcome bonus at x6 over 30 days

BassBet’s catalogue answers with a different number depending on where you connect from, and the gap is the part worth knowing. Read from outside the region on 7 September 2026 it returns 14,719 games from 140 studios — among the largest on this site, though Nomini and Rabona, on the same platform, come out marginally ahead. Read from a Gulf address the same endpoint returns 12,239 from 122 studios: some 2,460 titles and more than half the live floor withheld, with nothing on the site to say so. We could not run that second reading from inside Saudi Arabia — no exit exists, as set out under How We Tested — so the regional figure is the one we measured from the Emirates. Beyond the catalogue: ten Arabic-speaking live tables, and a sports bonus at x6 that a normal person can actually clear, against x35 on the casino side. It is the same platform as Legiano, and the one thing it does better is publish its monthly withdrawal ceilings by VIP tier. What it does not publish is a licence, an operating company, or even a governing law — its “applicable law” clause names no law at all. Entry level caps you at $7,000 a month.

Our score: 3.6/5. Read the full BassBet review · Visit BassBet

RollingSlots – The biggest advertised catalogue, and our lowest score

The RollingSlots Arabic page, served entirely in English
  • Largest advertised catalogue, with Evolution and Play’n GO
  • Operating company and licence number both named
  • Bonus split across four deposits, not paid in one
  • Licence expired and under assessment; Arabic button, English page

RollingSlots advertises the biggest numbers on this page — close to 20,000 games and a 300% bonus up to $4,000 with 750 spins — and carries our lowest score here. Three reasons, stated plainly. The bonus is not one payment but spread across four deposits. Licence OGL/2024/589/0556 sits in the Curaçao register as “assessment in progress” after expiring in April 2026: the status of hundreds of entries in that file, so not an outlier, but not a live licence in the sense a reader assumes either. And the strangest of the three — the site has an Arabic language button, but the page behind it is entirely in English. We list it for completeness, not as a recommendation.

Our score: 3.2/5. Read the full RollingSlots review · Visit RollingSlots

Is Online Gambling Legal in Saudi Arabia in 2026?

No. And the way it is illegal is worth understanding, because it is not the way most guides describe it.

Saudi Arabia has no codified penal code of the kind Qatar and Bahrain have. There is no “Article 275” on gambling to quote, because criminal law is applied through Sharia, where games of chance (maysir) are prohibited outright. What Saudi Arabia does have is a statute that names gambling explicitly, and it is a cybercrime statute — which tells you where the state expects to find it.

The Anti-Cyber Crime Law, issued by Royal Decree No. M/17 of 8 Rabi’ al-Awwal 1428 (26 March 2007) and later amended by Royal Decree No. M/54 of 22/7/1436, sets out in Article 6:

Any person who commits any of the following cybercrimes shall be subject to imprisonment for a period not exceeding five years and a fine not exceeding 3,000,000 riyals, or either penalty:

…3 – The preparation, publication, or promotion of material for pornographic networks or gambling activities which violates public morals.

…٣- إنشاء المواد والبيانات المتعلقة بالشبكات الإباحية، أو أنشطة الميسر المخلة بالآداب العامة أو نشرها أو ترويجها.

Read the verbs, because they carry the whole thing: preparation, publication, promotion — إنشاء… نشرها… ترويجها. Article 6 is aimed at whoever builds and advertises a gambling site. It does not contain a clause that names the individual who places a bet. That is a real distinction and we are stating it plainly, but we are not going to dress it up as a loophole, for three reasons:

  • Sharia applies independently of the statute, and discretionary (ta’zir) punishment does not require a numbered article to exist.
  • The maximum penalty in Article 6 is five years and SAR 3,000,000 — and the same article lets a court order the sentence published in local newspapers at the convicted person’s expense.
  • Financial exposure comes first in practice. Saudi banks decline transactions coded for gambling, and that is where an ordinary person meets the problem long before a courtroom.

One more thing we should say about ourselves, since Article 6 uses the word: promotion is what an affiliate site does. We earn commission from the links on this page. That is exactly the conduct the article describes, and you deserve to weigh our recommendations knowing it.

Access to gambling sites is blocked at the network layer by Saudi providers. We say that without further detail on purpose, and with a reservation we owe you: we could not verify the blocking ourselves, because the gateway we browse with has no exit inside Saudi Arabia — we checked that before writing. So we do not attribute the block to any particular body, and we do not claim to have tested it. The regulator named in this area is the Communications, Space & Technology Commission (CST), successor to the CITC, but that is who oversees content filtering rather than something we observed. And every library and margin measurement on this page was taken from an Emirati IP address, which we say again wherever it matters. A site being reachable on a given day is a statement about a block list, not about the law.

Saudi Arabia Is Building a Gaming Industry – and That Is Not Gambling

This is the single biggest source of confusion in Saudi search results, and we have not found one competing page on this query that clears it up.

Saudi Arabia has poured billions into something it calls gaming. The National Gaming and Esports Strategy sits inside Vision 2030 with a target of adding roughly SAR 50 billion to GDP by 2030. Savvy Games Group buys studios. Qiddiya is building a Gaming & Esports District outside Riyadh. NEOM runs an accelerator that funds Saudi studios. Riyadh hosts an Esports World Cup with prize money that makes international news.

None of that is gambling. Gaming here means video games and esports; gambling means staking money on chance. They are separate categories in Saudi policy and separate in Saudi law, and the first expanding tells you nothing whatsoever about the second. There is no casino licence, no sportsbook licence and no lottery licence anywhere in the Kingdom, and no authority empowered to issue one.

If you have read that “Saudi Arabia is opening up to gaming, so casinos are next”, that sentence is built on the two meanings of one English word. It does not survive contact with either the strategy documents or the statute.

Are There Any Casinos in Saudi Arabia?

There are none — not in Riyadh, not in Jeddah, not in NEOM, and not on any published plan. Unlike Bahrain, where a public park in Muharraq is confusingly named the Casino Garden, or the UAE, where a land-based resort is genuinely licensed and under construction, Saudi Arabia has nothing in either category.

It is worth knowing what the neighbours did, because it shows this is a choice rather than an inevitability:

CountryRegulatorLegal online gambling?
Saudi ArabiaNoneNo — and no authority able to licence it
United Arab EmiratesGCGRA, federal, created Sept 2023Yes — one licensed site, plus a land-based resort due 2027
QatarNoneNo
BahrainNoneNo
KuwaitNoneNo
The UAE is the only GCC state that has created a gambling regulator. None of the 28 brands on this page holds its licence.

The practical consequence for a reader here is short: if an offshore site takes your deposit and refuses the withdrawal, there is no Saudi body to complain to. Your recourse is whatever the operator’s own regulator provides — which, for thirteen of these brands, is nothing at all, because they publish no regulator.

Licence Check: What These 28 Sites Actually Publish

This is the table we would want to read before depositing anywhere, and it is the one that is missing from every page currently ranking for this query. We took the regulator claim off each operator’s own site and checked it against the register. No brand holds a Saudi licence, because no such licence exists — the question is what else they hold.

Licence claims read from each operator’s own site and checked against the issuing register, 4 September 2026.

The summary: ten Curaçao, three Anjouan, thirteen with nothing at all, and two that name a regulator but do not survive the check — 22Bet, whose Curaçao licence expired on 14 April 2026, and Megapari, which claims Anjouan without publishing a number, while the register shows the entry held by a different company.

Three brands are worth naming for the opposite reason. Roobet publishes a licence with two live validation links. 10Bet names the company and the number. 888 Casino names a court and an ADR body. That is a low bar and almost nobody clears it.

A brand we removed rather than ranked: PlayFina was on this page and is gone. Its registration form accepts 24 countries and the only Arab one is Kuwait — “Saudi Arabia” does not appear in it at all. A Saudi resident cannot complete signup, so recommending it would waste your time. 1xBet is also gone: we do not have a published review of it, and we will not promote a brand we have not finished checking.

Can You Deposit in Saudi Riyals?

At one of the 28 — and the exception is more useful than the rule.

The riyal is one of the easiest currencies in the world for an operator to carry. It has been pegged at 3.75 SAR to the US dollar since June 1986 and has not moved since, so supporting it carries no exchange risk at all. Offering it is a commercial decision, not a technical problem — which is what makes the pattern below worth reading.

BC.GAME is the one that does it. When we pulled its currency list from its public interface on 3 September 2026 it returned 402 currencies, 151 of them fiat, and eight of those were Arab currencies at real exchange rates rather than token ones — the dirham, the Saudi riyal, the Qatari riyal, the Kuwaiti and Bahraini dinars, the Omani rial, the Jordanian dinar and the Egyptian pound. You can open an account denominated in riyals there. Nowhere else on this list can you do that.

The rest do not, and two of them show why in their own configuration files.

We read the country-and-currency table that Megapari ships inside its own application payload, which is as close to an operator’s intent as you can get without an account. Saudi Arabia is in it, marked restrict: false — not blocked. But the currency assigned to it is USDT, a stablecoin, with crypto and the US dollar as the alternatives. No riyal. We then checked the other nine Arab countries in the same file: every one of them gets USDT, and every one of them gets locale: en. The same crypto default and the same English, from Morocco to Oman. It is not a judgement about Saudi Arabia; it is a region handled as one undifferentiated block.

10Bet makes the gap concrete. Its registration form lists Saudi Arabia as a country of residence, with the flag and the +966 dialling code — you are explicitly accepted as a customer. The currency dropdown on that same form offers seventeen currencies, from the Bangladeshi taka to the Vietnamese dong, and not one of them is a Gulf currency. You are welcome to open the account; you are not welcome to hold it in your own money.

The bigger obstacle is the card, not the currency, and no competing page we read mentions it. Every debit card issued in Saudi Arabia runs on mada, the national payment scheme owned by the Saudi Central Bank — SAMA requires every bank in the Kingdom to issue mada-compatible cards. Bill payments run through SADAD, also SAMA. We went through the payment tables of all 29 reviews we hold: 54 distinct payment methods, and not one is mada, SADAD, STC Pay or urpay. The single “bank transfer” entry that names actual banks names Emirati ones — Emirates NBD, Mashreq, ADCB, CBD, Wio.

So the practical position is this: everything you use in daily life here — a mada card, an STC Pay wallet, Apple Pay tied to a local card — is absent from all 28 platforms. Outside BC.GAME you will hold your balance in dollars, euros or crypto and pay the conversion spread twice, once on the way in and once on the way out. The friction in this market is at the payment layer, not the language one.

What Saudi Sports Fans Actually Follow

If you came here for a sportsbook rather than a slot lobby, the calendar matters more than the bonus. Saudi Arabia has spent a decade buying its way into the front row of world sport, and the markets follow.

The 2034 World Cup

FIFA confirmed Saudi Arabia as host of the 2034 men’s World Cup by acclamation at the Extraordinary Congress in Zurich on 11 December 2024. The bid scored 419.8 out of 500, the highest evaluation mark in the tournament’s history, and it was the only bid on the table after Australia withdrew that October. Matches are planned across Riyadh, Jeddah, Khobar, Abha and NEOM in fifteen stadiums, eleven of them new, with the King Salman Stadium in Riyadh — capacity above 92,000 — holding the opening match and the final.

The Saudi Pro League

Football is the sport here, and the domestic league stopped being a domestic story when Cristiano Ronaldo joined Al-Nassr in 2022. Al-Hilal, Al-Nassr, Al-Ittihad and Al-Ahli now carry international pricing, which in practice means better liquidity and tighter margins on Saudi fixtures than on most leagues of comparable size. The King Cup runs alongside it.

Formula 1 in Jeddah, and the Riyadh Season

The Jeddah Corniche Circuit has hosted a Formula 1 Grand Prix since 2021 and is the fastest street circuit on the calendar. The Riyadh Season has repeatedly hosted world heavyweight title fights, and the Esports World Cup fills the summer. All of it is priced by the books on this page — and all of it is watched, legally, by people who cannot legally bet on it.

Cricket

Roughly a third of Saudi Arabia’s population are foreign residents, a large share from India, Pakistan, Bangladesh and Sri Lanka. Cricket is consequently one of the most-followed sports in the country and one of the most-bet. 10Bet and Stake both list IPL and international cricket in their sportsbooks; we have not measured market depth sport by sport, so treat that as a starting point rather than a ranking.

The Two Brands Saudi Searchers Ask About by Name

Google’s own “People also ask” box on this query does not ask about bonuses. It asks “Is 1xBet legal in Saudi Arabia?” and “Is bet365 legal in Saudi Arabia?”. Here are direct answers.

Is 1xBet legal in Saudi Arabia?

No. No offshore operator is legal in Saudi Arabia, 1xBet included, because the Kingdom licenses none of them and has no authority that could. A 1xBet mirror domain loading on your phone means the CST block list has not caught that domain yet; it is not a legal status.

We should also disclose a change on our side. 1xBet appeared nineteen times on this page — a brand section with its own screenshot, a slot in the sportsbook list, a row in the licensing table and six separate “best for” recommendations — and we have removed every one of them. Not because of anything we found against the brand, but because our review of it is unfinished and unpublished, and putting an affiliate link on a brand we have not finished checking is exactly the practice this page criticises in others.

Is bet365 legal in Saudi Arabia?

Also no, for the same reason. Beyond that we are going to be careful, because we could not measure it properly: we have no way to route a connection through a Saudi IP address (see How we tested). What we can tell you is that bet365 does not list Saudi Arabia among the jurisdictions it is licensed for, and that in neighbouring Gulf markets we have tested it serves a restricted edition rather than a local one. We are not going to state what a Saudi visitor sees, because we have not seen it.

Is betting haram in Saudi Arabia?

This is the third question Google surfaces, and it is a religious question rather than a legal one, so we will answer it as such and stop there. Gambling — maysir — is prohibited in Islam; the prohibition is generally traced to Surah al-Ma’idah, verses 90–91, which name it alongside intoxicants. Saudi law derives from that position rather than departing from it, which is why the statute above treats gambling material as an offence against “public morals”. We are a gambling comparison site and not a religious authority; if this is your question, the answer you want comes from a scholar, not from us.

Casino Bonuses Offered to Saudi Players

One warning before the list. An offshore welcome bonus is a contract you agree to in a language and a jurisdiction of the operator’s choosing, enforceable by a regulator that in thirteen of these cases does not exist. The headline number is the least important part of it. Read the wagering multiple, then read the withdrawal cap.

Welcome bonuses

The largest headline offers here are YYY Casino at 100% up to $2,200 and 888 Casino at $2,000. Both carry wagering. The most honest offer on the page is smaller and better: Betfinal’s Kickstart at 1x wagering, and Roobet’s 1x deposit playthrough, against the offshore norm of x35 to x40.

Rakeback instead of a bonus

Two of the four highest-scoring sites give you no welcome bonus at all. Stake pays 3.5% rakeback with no wagering; Roobet pays rakeback claimable every 30 minutes. For anyone who plays more than once, this is arithmetically better than a bonus you must turn over forty times, and it is the single most useful thing on this page for a regular player.

Cashback

YYY pays 10% daily cashback with no wagering — worth more over a month than its own headline welcome match. Rabona runs eighteen live promotions with cashback up to 25%.

Free spins

Melbet’s casino package reaches 290 free spins, and Betfinal adds 200 to its casino welcome. Spins are almost always locked to one studio’s titles and expire quickly; check both before you count them as value.

Sportsbook bonuses

The one worth naming is BassBet’s sports welcome at x6 over 30 days — clearable by an ordinary bettor, unlike the x35 sitting on the casino side of the same account. Melbet restricts its rollover to accumulators from odds of 1.40, which is a meaningful limit on how you clear it.

How to Choose a Site From Saudi Arabia

Ranked by how much it matters in this market, which is not the same order you would use in a regulated one.

1. A licence you can look up

Not a badge in the footer — a number, an operating company, and a register that returns it. Thirteen of these brands publish nothing. If something goes wrong there is no Saudi authority to appeal to, so the operator’s own regulator is the only recourse that exists.

2. Published withdrawal limits

The commonest way an offshore site disappoints is not refusing to pay, it is paying slowly in small pieces. YYY writes a 10,000 USD daily ceiling into its terms; BassBet publishes monthly ceilings by VIP tier. Rabona caps new accounts at $500 a day. Only the third of those is a surprise, and only because the other two told you.

3. A cashier you can actually use

No site here supports mada or SADAD. That leaves international cards, which route through banks that decline gambling codes, or cryptocurrency. This is the practical constraint that decides most accounts in this market.

4. Arabic that is real

Several sites advertise Arabic and deliver a machine-translated shell over an English sportsbook. The ones with a genuine right-to-left build are BC.GAME, Melbet, Betfinal, 10Bet and Rabona. Stake and Roobet — two of the four best sites overall — have no Arabic at all.

5. Wagering, read before the headline

x35 to x40 is standard. Anything at 1x–x6 is genuinely unusual and worth more than a bigger number attached to a bigger multiple.

Popular Casino Games at These Sites

Catalogue sizes below are counts we made ourselves rather than numbers taken off marketing pages, which is why they are lower than the round figures operators advertise. Each type is explained, with its published return range, in our casino games guide.

Slots

The deepest library on this page belongs to RollingSlots at 19,998 games — a number the brand advertises and one we have never been able to check, because the site refuses our connection. The deepest we counted ourselves, all on 7 September 2026, are BoaBoa at 15,665 from 144 studios, Wazamba at 15,636 and Casinia at 14,807 from 141 studios. Note that none of those four is in our top ten: a big catalogue is easy to buy and tells you nothing about whether the operator publishes a licence or pays out. The largest library among the sites we scored above 3.5 is Nomini at 14,802 from 141 studios, with Rabona at 14,797 and BassBet at 14,719 from 140 just behind — the three share a score of 3.6 and the same platform. Those three counts were read from outside the region; the same endpoints return a smaller catalogue to a Gulf address, which is why BassBet is given with both figures above. Studio count matters more than title count: a catalogue of 12,000 games from six studios is six games repeated.

Live dealer

The largest live floor claimed is RollingSlots at 1,844 tables aggregated across studios — again its own figure and not ours. The largest we counted is Casinia at 786, then Nomini and Rabona at 781 each and BassBet and Legiano at 704. 888 Casino’s 167 Playtech tables are smaller in number but are a single studio end to end, fifteen of them 888’s own. BC.GAME runs 357 live tables across studios. If you want a dealer speaking Arabic, that is a much shorter list: Betfinal has Arabic and Kurdish tables, BassBet has ten Arabic-speaking tables, and 888 — despite the size of its floor — has one.

Crash and house games

The provably fair category is where Stake and Roobet are genuinely ahead: house-built originals whose outcomes you can verify yourself with a seed, rather than trusting an RNG certificate you cannot see. Roobet runs twelve, including Crash and the Triple Roo progressive.

Table games and poker

Blackjack, roulette and baccarat are on every site here. Dedicated poker rooms are not — most “poker” in these lobbies is video poker or a live casino hold’em table against the house, not a room with other players. If you want a real room, none of these 28 is the right answer.

Software Providers Behind the Games

Two things are worth knowing about providers in this region specifically.

First, the marquee names are not evenly available. Evolution, the largest live-dealer studio in the world, is absent from Rabona and BassBet — two sites that otherwise look complete. NetEnt, Pragmatic Play and Play’n GO are present on most, but not all.

Second, and this is the part that catches people out: studios apply their own country blocks, separately from the operator’s. We counted 23 studios blocking players in this region on Roobet and 918 games hidden on YYY. A catalogue figure quoted on a homepage is the number an unrestricted visitor sees, not the number you will see. It is why our counts are lower.

Payment Methods That Work From Saudi Arabia

Across the 29 reviews we hold, the operators publish 54 distinct payment methods. Sorted by whether they are usable from here:

MethodUsable from Saudi Arabia?Notes
Cryptocurrency (BTC, ETH, USDT, LTC, XRP…)Yes, in practiceThe default route. USDT is the currency Megapari assigns to Saudi Arabia outright.
Visa / Mastercard (international)SometimesA card issued by a Saudi bank routes through a bank that declines gambling merchant codes.
Skrill, Neteller, Jeton, MiFinity, AstroPaySometimesE-wallets still need funding from a card or bank account.
Apple PayOnly on 10BetThe single mainstream local-feeling method on the whole list.
madaNo — not supported by any of the 28The national scheme every Saudi debit card runs on. Owned by SAMA.
SADADNoSAMA’s national bill-payment system. Not offered anywhere.
STC Pay / urpayNoSaudi wallets. Absent from all 54 methods.
Bank transferEffectively noThe only entry naming banks names Emirati ones.
Compiled from the payment tables of all 29 brand reviews, 4 September 2026.

The pattern repeats across the Gulf. We ran the same check for Bahrain (BENEFIT) and Qatar (Himyan, NAPS, Fawran) and found the same absence. Offshore operators support the payment rails of markets they can advertise in, and none of these are those.

How We Tested – and What We Could Not Test

Every figure on this page was produced by one of four methods, and we would rather tell you which than imply we did more than we did.

  • Read from the operator’s own live data. Roobet’s restricted-country file (34 territories, Saudi Arabia absent) and Megapari’s country-and-currency payload were read directly from the running sites on 4 September 2026; BC.GAME’s 399-currency list was pulled from its public interface on 3 September 2026 and is reported with that date rather than re-stated as current.
  • Read from the operator’s own terms. We searched the full terms of 888 Casino (723 KB) and 10Bet (244 KB) for “Saudi Arabia”. Zero occurrences in each.
  • Read from the registration form. This is how we established that PlayFina accepts 24 countries and Saudi Arabia is not among them.
  • Checked against the issuing register. Every licence claim in the table above.

The limitation, stated plainly: we could not route a connection through a Saudi IP address. Our capture gateway has exits across Europe and the Gulf — we verified a Dubai exit while writing this — but no commercial VPN provider we have access to operates servers inside Saudi Arabia. So where our Qatar and Bahrain pages can tell you what a local visitor sees, this one cannot. Everything above is measured from the operator’s side: what they publish, what they assign to Saudi Arabia in their own configuration, and what their registers say. Where a claim would have required a Saudi connection to verify — what bet365 serves, whether a given mirror resolves — we have said so instead of guessing.

Commercial disclosure: we earn commission if you open an account through a link on this page. It does not change the scores, and the clearest evidence of that is what is missing: we removed 1xBet, our highest-rated brand, because the review is unfinished, and PlayFina, because Saudis cannot register. Both removals cost us money.

Responsible Gambling – and Why the Risk Is Higher Here

The standard advice applies: set a deposit limit before you play, never chase a loss, and treat money staked as money spent. But two risks are specific to this market and worth spelling out.

There is no local recourse. In a regulated market a disputed withdrawal goes to the regulator. Here there is no Saudi authority, and for thirteen of these brands there is no regulator anywhere. Your leverage in a dispute is whatever the operator chooses to give you.

The money leaves the banking system. Because mada, SADAD and Saudi bank transfers are unavailable, deposits tend to run through cryptocurrency — which means no chargeback, no statement your bank can freeze, and no paper trail that a family member or a bank could use to intervene. The safety net that normally catches problem gambling early is simply not in the circuit.

Tools worth using where they exist: BC.GAME offers self-exclusion, though it runs through support rather than a button; Rabona offers no deposit or loss limits at all. If you are worried about your own play or someone else’s, BeGambleAware and Gambling Therapy provide free, confidential help internationally, including in Arabic.

Frequently Asked Questions

No. Saudi Arabia issues no gambling licences and has no authority that could. Article 6 of the Anti-Cyber Crime Law (Royal Decree M/17, 26 March 2007) makes preparing, publishing or promoting material for gambling activities punishable by up to five years in prison and a fine of up to SAR 3,000,000. Every site listed on this page is offshore and unlicensed in the Kingdom.

Sites are sometimes reachable, because the CST block list does not catch every mirror domain immediately. That is a statement about network filtering, not about legality, and it can change without warning. There is also no Saudi body to complain to if an operator refuses to pay you.

No. No offshore operator is legal in Saudi Arabia, 1xBet included, because the Kingdom licenses none of them. We have also removed 1xBet from this page entirely: our review of it is unfinished, and we do not publish affiliate links for brands we have not finished checking.

Gambling (maysir) is prohibited in Islam, a position generally traced to Surah al-Ma’idah, verses 90-91, which name it alongside intoxicants. Saudi law derives from that position, which is why the statute treats gambling material as an offence against public morals. We are a gambling comparison site and not a religious authority; if this is your question, the answer you want comes from a scholar.

No, and none is planned, in Riyadh, Jeddah or NEOM. Saudi Arabia’s very large investment in gaming – Qiddiya, Savvy Games, the National Gaming and Esports Strategy – is about video games and esports, not gambling. The two are separate categories in Saudi policy and in Saudi law.

At one of the 28: BC.GAME. Its public currency list returned 402 currencies, 151 of them fiat, and nineteen Arab currencies at real exchange rates – the Saudi riyal among them. Nowhere else on this list opens a riyal account. Megapari’s own country file assigns Saudi Arabia USDT, a stablecoin, and does the same for all ten Arab countries in it; 10Bet accepts +966 registrations but offers seventeen currencies with no Gulf currency among them. The larger obstacle is the card: none of the 28 supports mada, SADAD, STC Pay or urpay.

On what they publish rather than what they advertise: Roobet, which shows a licence with two live validation links; 10Bet, which names both the operating company and the licence number; and 888 Casino, which names a court and a dispute resolution body. Thirteen of the 28 brands we reviewed publish no regulator at all, and 22Bet’s Curacao licence expired on 14 April 2026.

Saudi Arabia levies no personal income tax on residents, so there is no gambling-winnings tax to pay. That is not permission: the underlying activity remains prohibited, and the practical problem is not tax but moving the money, since Saudi banks decline transactions coded for gambling.
